Legal shops in Canada and some US states sell seed packs over the counter, from a handful of licensed producers rather than the breeders whose names growers know. Those packs are convenient and clean, but the tested THC tends to sit in the mid to high teens and the strain selection is narrow. Comparing what my local store stocks against the THC seeds catalogued on https://potentthcseeds.com made the gap in variety obvious. For a first legal grow the shop pack is fine, for anything more specific it is limiting.
